Your Excellency,

Sir Edward Grey to Mr. Whitelaw Reid,

Foreign Office, November 4, 1908.

IN my note of the 19th August last I had the honour of putting forward certain suggestions with regard to the scope of, and the procedure to be followed by, the International Opium Commission shortly to assemble at Shanghae. At the same time I asked that I might be informed in due course of the final wishes of the American Government on these points.

I shall be glad to know whether your Excellency is in a position to acquaint me with the decision arrived at on the subject, and whether the 1st January next still remains the date fixed for the meeting of the Commission.
